33 cameras were installed as the first part of the contract with further cameras anticipated over the course of the framework.


Towards the end of 2009 CA Traffic were awarded a 5 year ANPR framework agreement by Leeds City Council. The agreement was for the installation and maintenance of CA Traffics Evo8 ANPR cameras and access to CA Traffic’s Evolution Journey Time Management Instation System.

Following detailed site surveys of the specific areas to establish the most suitable mounting arrangements for the cameras, all cameras were installed onto existing lamp columns utilising local power connections.

The great majority of cameras installed are two lane versions, enabling eachcamera to generate data from two lanes of running traffic, either in the same or opposite directions. Similar two lane cameras were recently tested against UK Police NAAS performance criteria on the M1 motorway giving the following results:

Detection across both lanes 98.49%
Plate recognition across both lanes 95.20%
Overall detection / recognition 93.76%

Cameras in Leeds are fitted with 3G/GPRS modems that return the ANPR data via a secure 3G wireless network to the CA hosted Evolution server, comprising a multi-client web server with security credentials which the client can access via his normal desk top browser. LeedsCitycouncil staff are able to log into the secure CA server through a password system via the internet and view live journey time data for the links they have requested.

The Evolution instation also delivers the journey time data directly into Leeds UTMC common database where it can be used in the management of theLeedsroad network.
